234. Editorial Note
On November 11, 1961, the Departments of State and Defense prepared a memorandum for the President which, according to a covering memorandum from U. Alexis Johnson to McGeorge Bundy, was intended for the discussion with the President at noon that day (see Document 236). Copies were sent to Taylor and Rostow.
