108. Editorial Note
On September 11, the House of Representatives and the Senate adopted a compromise version of H.R. 8609 to extend P.L. 480, as amended. H.R. 8609 thus became P.L. 86–341 and extended P.L. 480 through December 31, 1961. The law provided for the distribution of agricultural surpluses to needy individuals in the United States and authorized the President to negotiate contracts to sell surpluses to foreign countries for up to 10 years.
