417. Editorial Note

On April 15, the Department of State transmitted to the White House a memorandum asking the President to send personal messages to Prime Minister Nehru, the Shah of Iran, the King of Morocco, Emperor Haile Selassie, and President Bourguiba of Tunisia requesting support for the U.S.-Canadian proposal at the Law of the Sea Conference. The same memorandum noted that Secretary of State Herter was sending similar messages to 20 Prime Ministers or Foreign Ministers. (Department of State, Central Files, 399.731/4–1560)
