At 7 p.m., October 27, Federal Bureau of Investigation agents arrested Igor Y. Melekh, a Soviet employee of the U.N. Secretariat, on espionage charges. (Telegram 848 to Moscow, October 27; Department of State, Central Files, 313/10–2760) The Soviet Government protested this action orally and in writing to U.N.
