189. Editorial Note

On September 26, Secretary-General Hammarskjöld addressed the U.N. General Assembly, responding to criticism of the United Nations and its Secretariat which Chairman Khrushchev had voiced 3 days earlier. The New York Times reported that as Hammarskjöld spoke, Khrushchev pounded his fist on his desk. Other members of the Soviet Delegation joined him.
