129. Letter From Secretary of State Herter to Foreign Minister Pella1

My Dear Pella: I just wanted to send you this personal note of appreciation for your very generous action with respect to the presidency of the next General Assembly of the United Nations. When I talked to Ambassador Brosio about this matter,2 I tried to make it very clear that I found myself in an extremely difficult position both because I count you as a close personal friend and because of our great friendship for your nation. However, under the circumstances, I know that we both share the same concern lest we drift into the difficulty [Page 228] which led to the impasse over the Security Council seat last year and might even find a Communist elected to the presidency of the General Assembly. Your own fine action has, I think, gone a long way toward mitigating these dangers.
