MEEC

The President has agreed that we cannot wait longer to set up the MEEC. This will be the principal responsibility of Dr. Flemming, in the Department Mr. Moline. Mr. Moline is to prepare for consideration at a meeting early Monday morning2 with Mr. Hoover and Dr. Flemming necessary papers including a draft public statement. The latter should take account of our requirement for prior compliance by the British and French with UN resolutions, or at least a prior commitment on compliance, but should focus on the idea that we are acting to help all the other European countries which, through no fault of their own, have suffered as a result of the closing of the Suez Canal.

3.

Middle East Resolutions.

Mr. Wilcox is to elicit from USUN by Monday morning reports on what they are doing to keep each of the two US resolutions on [Page 1196] Suez and on a Palestine settlement alive and in the forefront at New York.
