Secto 72. At Tripartite meeting October 292 Secretary raised question of China trade controls saying he understood some desired to lower existing levels and expressed strong hope that no appreciable change would be made during present period. Macmillan said UK felt there should be substantial changes and asked for what period US wished to freeze the present controls. Was it a question of weeks or months. Pinay was not up to date on this question and it was agreed it would be discussed further by the three Ministers on October 31.
