74. Telegram From the Director of the Office of Philippine and Southeast Asian Affairs (Young) to the Department of State1
Paris, March 25,
1955—1 p.m.
4116. Prime Minister Faure at lunch yesterday stressed following points to Achilles and me as regards Franco-American relations IC and emphasized he, La Forest and members his government intend work for these objectives:
- (1)
- Policy French Government to work 100 percent with US in IC and considers closest Franco-American cooperation IC not only important IC states but essential to Free World.
- (2)
- French Government will not play “double game” in Vietnam, i.e. follow one policy in North Vietnam and another in South. Faure stressed French effort directed toward building up South. He said he intends maintain Sainteny as French delegate general North Vietnam in view Sainteny’s entree with Viet Minh leaders; however, Faure opposed to any political arrangements with Viet Minh as well as [Page 148] French Government participation in proposed Franco-Viet Minh mixed companies.
Faure underlined, on other hand, that US must endeavor understand French Parliamentary sensitivity on subject IC and must appreciate position French Government this regard.
