242. Deptel 186.1 Saw Naim today and although he aware of Ludin talk with Department has not yet received full report thereof, which he will await before discussing further. He mentioned having discussed with Secretary and others (1) Afghanistan-Pakistan tension, (2) Afghanistan need economic aid and (3) Afghanistan desire military aid, but he did not mention confederation, and thereafter stated his firm conviction Afghanistan-Pakistan Pushtun impasse cannot be broken without US good offices. Confederation idea evidently not presently being considered GOA.
