It occurs to me it might be useful if US Ambassadors and UK HICOMs, Karachi and Delhi, were to indicate to Pakistan and Indian FonMins their respective govt’s support of Graham proposals before the two dels leave for Geneva, at a time when they will presumably be receiving their instructions.
