Despatch 39 from Kuwait, January 2, 1952, enclosed the English language text of a decree by Sheikh Abdulla Al Salim Al Subah, the Ruler of Kuwait, imposing an income tax implementing the Kuwait Oil Company’s Agreement of 1951 with the Ruler of Kuwait for additional oil payments.
