230. Re: Palestine in SC. Riad (Egypt) informed USUN yesterday Arab delegates will not participate SC debate for time being until they have heard what Western powers propose or until Israel involves them in such way they must respond. Riad reiterated Egypt’s desire avoid involvement Palestine question and was anxious know US intentions with respect El Auja incident. In view of fact no decision had been taken in MAC on right of Israel establish kibutzes in demilitarized zone Egypt would like see SC ruling in her favor. Area where kibutzes have been located, in Riad’s opinion, should be maintained as no-man’s-land to provide a military [Page 1394] buffer. On other hand, if SC were to deal with El Aujo question in equivocal manner or against Egypt’s position, it would be preferable not have any further consideration question. Egyptian delegate therefore most anxious know US intentions in order make own plans. Riad referred this connection to Ambassador Caffrey’s opinion which he believed was to avoid discussion El Auja. He went on to say he hoped when US had formulated ideas as to resolution it would be possible for his delegation have early consultations with US. Hassouna, SYG Arab League, later in evening, emphasized importance he attaches to early consultations between US and Egyptian delegates on any draft resolution.
