No. 398
Memorandum by the President to the Secretary of State1

I understand that the tentative budget figures for Mutual Security for fiscal year 1953 include the sum $25 million for Israel. I further understand that a program for Israel aggregating about $80 million has been developed within the Department of State. After considering the various aspects of the situation, I believe that the program for Israel for fiscal year 1953 should total $80 million, and that the additonal $55 million should be in addition to the amounts heretofore contemplated for economic aid.

Harry Truman
  1. Addressed also to Director for Mutual Security Harriman and Director of the Bureau of the Budget Lawton.
