I understand that the tentative budget figures for Mutual Security for fiscal year 1953 include the sum $25 million for Israel. I further understand that a program for Israel aggregating about $80 million has been developed within the Department of State. After considering the various aspects of the situation, I believe that the program for Israel for fiscal year 1953 should total $80 million, and that the additonal $55 million should be in addition to the amounts heretofore contemplated for economic aid.
