1138. Re Embtel 1065.2 You may inform Prime Minister we appreciate fact US consulted prior Pakistan reply British suggestion regarding resumption general UK-Pak conversations re Middle East defense. While US would not wish interpose objection resumption talks initiated with Mirza we would strongly hope Pakistan authorities would treat as tentative any views exchanged or interim conclusions reached. We would also appreciate being informed nature of talks and views exchanged. We consider period time will be required following arrival MAAG before careful analysis numerous problems directly or indirectly affecting military posture Pakistan and Pakistan’s contribution to Middle East defense can be completed.

FYI only. We recognize from US point view further evolution our own thinking regarding Middle East defense required. We are keenly aware necessity early US–UK exchange views regarding Middle East defense but inasmuch as we cannot predict exactly when such conversations will have been completed and when we will be prepared enter detailed substantive discussions this subject with Pakistanis we consider it unwise actively discourage inclination Pakistan authorities accept present UK proposal.
