In conversation with Eden this morning I handed him memorandum containing substance reftel which he read. He commented that the main difference seemed to be the matter of naval blockade which [Page 1247] Churchill and the Chiefs of Staff had discussed and still did not believe would be effective. He added he assumed that what went into the statement that would be issued would depend to some extent on the character of the armistice agreement with regard to inspection.

He noted that we would have further discussions on the question of blockade as well as bombing of Chinese bases and said that he would continue to give consideration to the matter.
