3301. Embtel 3232, Nov 30, 1 p.m.2 I talked to Rene Mayer this morning about the Schuman Plan. He said that he was confident it wld be ratified by Parliament. Later in day I had long talk with Guy Mollet on same subj. Mollet told me that executive comite of Socialist Party had entrusted him with decision as to how most of the members shld vote on Schuman Plan. He said they had abandoned their idea of insisting on reservations which wld require another conf between member states. They wld express their reservations in course of debate, but the only formal action they wld demand of French Govt wld be in regard to continuance of present investment program for French coal and steel industries. This he said was a matter that he had reason believe wld be acceptable to Pleven. It wld require an understanding between the govt and Socialist Party and wld not be made a condition of the treaty. He therefore felt that Socialists cld go ahead and vote freely for ratification which he said he considered a certainty.
