90. Joint State–ECA message.

1. Fol are terms of reference of group ECA planning send Madrid about Aug 12 to conduct special econ study Spain. Dr. Sidney C. Sufrin designated Chief, Temporary Econ Survey Group. Sufrin responsible to and will report to ECA Administrator.

2. Amb, as senior rep for the US in Spain and as primary instrument of US policy in Spain, will be responsible for giving guidance and gen direction to activities Temporary Econ Survey Group to assure consistency of Group’s activities with fon policy objectives of US and to assure a coordinated US position in all relations with Span Govt. Chief, Temporary Econ Survey Group shall keep Amb and other appropriate Emb officials as he designates fully and currently informed matters arising within scope special study. Amb and other Emb officials he designates shall keep Chief Group fully and currently informed on matters relative to conduct of special study. Relationship between Emb and Temporary Survey Group expected to be intimate and completely coop.

3. Temp Econ Survey Group will be engaged fol functions:

(a)
Analyze present status of projects already committed on $62.5 million Ex-Im loan under terms PL 759.
(b)
Appraise desirability and feasibility of committed and anticipated projects.
(c)
Study Span econ to determine econ development requirements and capabilities in event of possible further econ aid.

4. Emb and Group will collaborate closely on study mentioned para 3(c) above. Study shld be prepared on confidential basis view its relationship to and effect on negots re mil facilities.
