Editorial Note
In testimony before the House Committee on Foreign Affairs on October 18, Francis T. Williamson, Deputy Director of the Office of Western European Affairs, stated the following:
“So in our policy with respect to Spain, we face then two problems. One is the opposition of other European states to our policy in Spain; and second, whether or not our policy will buttress or weaken the Franco Government, for which there is no alternative solution at the present time. So we have to steer as middle a course as possible between those two difficulties.”
