The issue of the bilateral United States-Spanish talks on bases in Spain and the possibility of future United States sponsorship of Spain in NATO were briefly discussed at the Fifth Meeting of the Foreign Ministers of the United States, the United Kingdom, and France at Washington on September 13, 1951.
