Torep 8159. Reference—Repto 5428.2 Limit distribution to Tasca and Gordon.

1. Most encouraging to see OEEC deciding put real steam behind its manifesto. We most desirous cooperating every possible way. In order do so however would be most desirable if we could be advised terms of reference proposed committees, their composition, and expected contribution from US participants. Will European participants consist of people with political responsibility rather than technicians, which we believe necessary if effective results likely to ensue. If European representatives to have political responsibility can US make greatest contribution through technicians such as Randall, Koenig and Cisler or through high level administrative officials? If former, what would be relation these technicians to the three working parties?

2. We note housing still under Secretariat study and procedure for manpower still under discussion. Unclear as to status proposed working party on agriculture. Is it intended such working party be parallel and of same character as those for coal, steel, power, and if so what participation by US on either technical or administrative level is contemplated.

3. Will expedite necessary action immediately upon receipt reply to above.
