560. General Romulo1 approached us in regard to withdrawal of American Forces in Korea. He said President Rhee had indicated to the Philippine representative on the Commission2 that he was anxious that American troops should not completely withdraw from Korea in the near future. This message had been brought to Manila by the Philippine representative. General Romulo asked to be advised as to what the US desired in this connection. He indicated that if the US desired that a member of the Commission should suggest that US troops should not be withdrawn completely at this time, the Philippine [Page 1007] representative would be instructed to take this position in the Commission.

General Romulo requested an early reply. Please advise what we should tell him.
