As GA will later determine degree approval which UNCOK conduct merits, opposing or censuring its proposals or activities is best avoided. Manner of contacting north for UNCOK to decide. UNCOK lacks power to confer recognition. Recognition by govts dependent on intent and not on form address used to meet particular situation. As all UNCOK states voted for GA res Dec 12 we satisfied intent those govts confer any degree recognition in north wholly absent and unaffected by expedients UNCOK may accept as practicable in endeavoring carry out mandate.
