Editorial Note

On January 1, 1949, the United States Government announced its decision to extend full diplomatic recognition to the Government of the Republic of Korea; see the Department of State Bulletin, January 9, 1949, page 59.

On January 5, 1949, President Truman issued confidential Executive Order No. 10026–A (895.50 Recovery/1–549), effective January 1, 1949, providing for continued assistance by the United States to the maintenance of the political and economic stability of the Republic of Korea. Under the terms of the Executive Order, the Economic Cooperation Administrator was instructed to take over the relief and rehabilitation program carried on by the Department of the Army in Korea since 1945. The Secretary of State was instructed to assume responsibility for information and educational-exchange activities in Korea previously carried on by the Department of the Army; see ibid., January 16, 1949, page 84.
