383. Lovink advised tonight under reference to statements prepared by both delegations in Batavia (neither of which Embassy has seen) that Cabinet has authorized Van Royen to proceed on basic statement prepared by him. Lovink expressed great satisfaction in being able to communicate this decision, saying he was confident it would enable reaching of agreement.1
