EE 1 Concurs with the position taken in the draft position paper2 transmitted with your memorandum of August 313 on the proposed Chinese appeal to the United Nations regarding Soviet violations of the Sino-Soviet treaty.

It is recommended that particular attention be given to the desirable results which might be attained as a result of the Chinese approach to the UN in making the position of the Chinese Communists, with regard to the Sino-Soviet treaty, uncomfortable, if an appropriate basis can be developed for abrogating it. EE does not believe that undue emphasis should be placed upon the possibility that the [Page 160] Soviets may suggest inviting Chinese Communists to appear before the UN as long as the Chinese Government’s action in the UN relates to violations and possible abrogation of the Sino-Soviet treaty.
