Martel 86. Instructions to Stuart in Telmar 10015 approved. As to Telmar 98,16 Dr. Wang17 appealed to me yesterday along lines of [Page 863] Generalissimo’s appeal reference American dependents. The issue here involves two factors, one the destructive effect on public of such an announcement and second, responsibilities for safety of American women and children. For this reason I do not entirely agree with placing of complete responsibility on Stuart as indicated in second sentence of Telmar 98.18 We must share responsibility of decision. Stuart must judge degree of danger and we must judge demoralizing effect of such announcement.
