973. Current reports emanating from Ministry National Defense indicate Communists concentrating both sides Tsinpu51 r[ail-] road near vicinity of Tenghsien. Nationals have moved several divisions from Hsuchou to northern Kiangsu. Thus Communists probably have capability and intention isolating Tsinan. We believe all Americans remaining Tsinan should be advised depart at once unless prepared undergo isolation and possible siege.
Shanghai should repeat substance of above to heads of interested mission boards.
