The Department of State to the Chinese Embassy
Memorandum
The Department of State refers to the aide-mémoire from the Chinese Embassy dated March 22, 1948 expressing the interest of the Chinese Government in purchasing certain equipment of the Oklahoma Ordnance Plant at Pryor, Oklahoma. A copy of this aide-mémoire was forwarded by the Department to the War Assets Administration for its consideration.
A reply has now been received from the War Assets Administration96 stating that on March 18, 1948 this plant was placed under the [Page 61] full restrictions of the National Security Clause, under which it may be disposed of only for use in its present location. For the present, therefore, this Government is not in a position to act favorably on the request of the Chinese Government for special consideration in the purchase of the desired equipment.
