Telmar 66. With reference to the last para of Martel 28 of Apr 7 and to Martel 36 of Apr 9, FE and S/P90 are of the opinion that it would be unwise at this time to reopen the question of so-called short-term [Page 56] assistance to China, since the National Security Council has postponed indefinitely its consideration of the problem.91

Unless you wish to press the Defense Establishment for clarification immediately, Dept proposes to defer seeking suggested clarifications until it is prepared to present basic paper on our position regarding China on which it is now working.
