1161. Embassy transmitting by aide-mémoire to Foreign Office today text proposed exchange of notes re MFN treatment occupied areas contained Deptel 922 of June 24, 11 p.m. (received June 26). Embassy convinced that removal from agreement and incorporation in note exchange will not solve or soften the extreme difficulty of Chinese Government making any such commitment re Japan. Risk knowledge of its existence is so great. In context inflamed public opinion this subject, Embassy trusts Department is reconsidering desirability of exposing Wong Cabinet in all its vulnerability to attack on an issue which can be so easily exploited.
