84. Reference A–47,¹⁴ regarding possible moves from Nanking, a high officer unconnected Whampoa clique forecasts Fukien on basis General Li Liang-yung, recently made Governor there, would be loyal to end.

If information regarding Navy transfer Taiwan correct, might indicate plan hold Taiwan in orbit of old Central Government while avoiding legal question de facto sovereignty here.
