Current situation in Manchuria, as described Changchun’s Tel 260 Dec 22² presumably rptd Emb, and particularly increasing difficulty and hazardous communications leads Dept seriously to question retention ConGen Changchun. Can this office be closed and personnel withdrawn without fanfare since Dept wishes to avoid adverse effect on ChiGovt’s position Manchuria.
