28. ReDeptel 13, January 10. In regard Betancourt’s request that we demand López Contreras, Vargas et al cease conspiring in US and prevent their departure therefrom I was informed while in Curaçao, by Dutch Governor, that Betancourt had also requested him expel General León Jurado. Dutch Governor informed me he has no intention expelling or intervening with political refugees, who have been coming to Curaçao from Venezuela throughout its history. He did promise however that Jurado would be kept under strict surveillance.

I am inclined to credit Dominican Foreign Minister’s11 statement as reported by Ambassador Butler in his telegram 10, January 10 to Department.12 Venezuelan antipathy to Trujillo so general I question that Lopez would accept direct aid from former because to do so would bring unfortunate political repercussion. I also question authenticity document shown Maleady bearing “apparently genuine” signature Lopez turned in by army officer.

In my opinion threat of aggression too nebulous to warrant initiative toward consultation under Mexico City resolution VIII, and I feel Department correct in concluding solution Venezuela’s exile problem rests within Venezuela.
