Rogers telephoned Livesey this morning to report that Ambassador Cooper’s presentation of the Peruvian case did not favorably impress the Council; and that the Council instructed Rogers to issue a firm statement denouncing the offer should the Peruvians proceed on a unilateral basis.

The Peruvian representative, Barreda,²⁰ will receive the same news when he calls at Mr. Rogers’office this morning.
