395. Brazilian Ambassador yesterday morning flew to Campo Grande to confer with Negrão who is due Rio this morning. On return here yesterday, Barboza informed me Negrão stated rebels had accepted formula quoted in Embtel 391, July 17. Barboza, Argentine Ambassador and I in agreement that this clears way for immediate setting-up of mediation machinery. FonMin expressed his agreement thereon to us yesterday without mentioning point reported in paragraph 1 Embtel 394, July 19.43

Regarding US participation Chaves and Barboza have agreed on plan now before Itamarati whereby Paraguayan and Brazilian Ambassadors in Washington jointly issue invitation. Deptel 191, July 18.

Fighting near Concepción continues with govt moderating its initial optimism. Barboza informs me in confidence Brazilian officers who made Concepción trip with Negrão feel rebels position still strong and that issue of present battle by no means decided.
