30. It appears urtel 33 Jan 17 Fonmin plan contains factors which this Govt consistently has found basically objectionable. Dept most anxious for progress on new defense agreement and thereafter to meet Panama’s justifiable requests on other pending matters. Accordingly, Dept feels it advisable send Murray Wise6 to Emb with Dept’s instructions to assist in pressing negotiation these matters. If this proposal agreeable to you Wise would plan arrive Panama by Sun 26. Please advise immediately.
