The Chargé in Costa Rica (Carrigan) to the Secretary of State
549. Foreign Minister this morning informed me Costa Rica convinced several South American presidents (he referred Betancourt82 among others) would exchange New Year’s greetings with Somoza, thus effecting de facto recognition.
Foreign Minister then reviewed well-known previous argument Costa Rican position.
He then said he wished formally to request I inquire of Department for his government’s information answer following questions: Since government cannot afford avoid consideration similar action, will its recognition Nicaragua be considered by US (a) action hostile to US [Page 878] policy or (b) regrettable but understandable in view Costa Rican position.
I made no comment other than to say I would, of course, transmit inquiry to my Government. He has already been thoroughly informed our position.
