The Acting Director of the Labor Branch, Production and Marketing Administration, Department of Agriculture (Holley) to the Acting Chief of the Division of Mexican Affairs (Reveley)
Dear Mr. Reveley: This is in reference to your letter of November 13, 1947,59 and will confirm your understanding that this Department has no objection to the proposed transfer of Mexican agricultural workers transported by this Department under the agreement of [Page 832] April 26, 1943, to direct employment under contracts between growers and the workers, subject to the approval of the Mexican Government to such transfer.
Since legislative instruction (Public Law 40) calls for the termination of the Farm Labor Supply Program by December 31, 1947, and thereafter shall be liquidated within 30 days, plans have been set in motion to repatriate all Mexican national agricultural workers within the allotted period. Should the Mexican Government contemplate approving the transfer of at least a part of the workers now in this country under contract to this Department, to growers or associations of growers, it is recommended that they act immediately in order to retain the greatest number of workers possible.
In transferring these workers from our program, we will, of course, want to be released of all further obligations under our work agreements with the transferred workers. A form of release is enclosed. It is respectfully requested that your Department obtain the approval of the Mexican Government on the use of such form.
