The Ambassador in Mexico (Thurston) to the Secretary of State

Sir: I have the honor to refer to the Embassy’s Note No. 697 of March 25, 1947,52 a copy of which is in the Department’s records, regarding certain supplementary provisions in relation to the employment of Mexican agricultural workers in the United States. As stated in that note, it was understood that the note, together with the Foreign Minister’s reply in the same terms, would constitute an agreement between the Government of the United States and the Mexican Government on the provisions cited.

The Embassy is now in receipt of a note from the Foreign Minister [Page 827] which quotes in translation the Embassy’s note referred to above. It then concludes, in translation, as follows:

“In reply I am pleased to inform Your Excellency that, recognizing the willingness of the representatives of the United States Department of Agriculture to coordinate their point of view with that of the Mexican Intersecretarial Committee, my Government manifests its conformity with the terms of the above quoted note, considering them as supplementary to the agreement of April 26, 1943, on the understanding that if, in practice, differences of interpretation should arise regarding the application of the above-mentioned agreement of 1943, or the additional clauses above cited, my Government hopes that the text most favorable to the worker will apply”.
