Excellency: I have the honor to transmit herewith two copies each of Statements LL–10, LL–11, and LL–12 and supporting schedules9 reporting charges made against the Government of Guatemala during the period from June 1, 1946 through December 31, 1946 for material transferred in accordance with the Lend-Lease Agreement signed on November 16, 1942. It will be noted that charges through December 31, 1946 for all defense material transferred to the Government of Guatemala aggregate the grand total of $2, 108,839.20.
It is requested that the enclosed statements and supporting schedules be treated by Your Excellency’s Government on a most confidential basis.
