316. Eximbank Oct 8 approved $1,720,000 credit to complete Quevedo–Manta highway but withheld notification and publicity for purpose recommended your A–202 Sept 18⁵⁷ and will do so for another 10 days.

Quito waterworks credit was approved some time ago but disbursement thereunder not imminent. Other possible Eximbank credits you mentioned not now under active consideration.

Dept prefers generally not using for purposes this kind bargaining potential Eximbank or other credits.
