88. Upon receipt of communication from Central Committee reported our telegram 82,11 Trujillo sent letter president Conference officially informing change of government,12 stating his appointment as new Foreign Minister and asking official pronouncement on whether he can sign treaty.

Central Committee unanimously decided make following answer:

“Conference of opinion that in view subsequent events in Ecuador set forth communication from Trujillo, powers previously conferred on him expired and he does not have capacity sign treaty.”

Central Committee set September 2 date closing session Quitandinha and signature treaty in Rio same day.
