Ambassador Ponce of Ecuador called at the Department this afternoon at his request and left the attached informal note17 which gives account of the election by Congress and the inauguration of President Carlos Julio Arosemena and Vice President José Rafael Bustamante and the composition of the new Cabinet.
Mr. Mills invited Señor Ponce to call on Mr. Wright on Monday, September 22 and informed him that we would consider this visit as constituting establishment of normal diplomatic relations with the Government of Ecuador. Mr. Mills also stated that we were instructing our Ambassador in Quito to call on the Ecuadoran Foreign Minister on September 22 and resume normal relations thereby.
Mr. Mills stated to the Ambassador that the reason for delaying official announcement of the resumption of normal relations until Monday was our desire to consult thereon with other American Governments.
