372. Immediate struggle for control situation between Mancheno and “Constitutionalist” troops confined Ambato-Riobamba area. Mancheno troops reported to have passed through Latachunga. Radio message received through Shell Company facilities this a.m. said guardedly “Situation not good. No one allowed to leave Ambato.” A later rumor that insurgents in Riobamba had surrendered seems unlikely.
Leaflet dropped from airplane this a.m. says a battalion of infantry, a squadron pursuit planes and a company civil guard have joined the Oppositionist movement dated August 31, Tulcan, and signed by officers known to oppose Mancheno.
Message from Guayaquil dated last night says troops and Junior Officers Ninth Infantry Battalion apparently have revolted. Mancheno forces resisting them with tanks. Attitude of civil guard there still uncertain. There were possibilities of imminent serious conflict that city although an unclear report this a.m. indicates tank group may have joined insurgents. City reported momentarily tranquil.
Disaffection seems to be spreading throughout country thus making it extremely difficult for Mancheno to maintain control.
