363. Dept heartily approves careful manner in which you are following incipient Dominican revolutionary situation which seems to be developing in Cuba, possibly with aid from Venezuelan and Guatemalan nationals. Dept approves your having taken matter up with FonOff. You will receive at about same time you receive this telegram longer message describing visit to Dept of Dominican Ambassador on July 25.29 Ambassador at that time indicated that points covered in his discussion at Dept had been taken up with Cuban authorities by Dominican representative in Habana.

Info received this morning from Ciudad Trujillo and yesterday from Port-au-Prince gives rise to further fears that there may be [Page 644] something more than rumor and amateurish activity to alleged revolutionary reports. It would be a severe blow to concept of pacific settlement and to Inter-American system if, particularly on eve of important Rio Conference, there were to occur in our midst outburst of kind which Dominican Republic feels is under way and which reports from several of our Caribbean diplomatic missions indicate is at least under some degree of preparation.

It is desired that you seek an immediate interview with Pres Grau30 to express to him concern which this Govt has and which it is sure he will share that there occur no action which is likely to cause any upheaval or even substantial fear of upheaval within Hemisphere. Of course Dept knows that you will make it clear that we do not feel in any way that President Grau’s Govt has anything to do with these plans any more than U.S. Govt had to do with alleged revolutionary plans against Cuba some months ago and during recent weeks and months alleged revolutionary plans against Venezuela from Dominican sources. In these cases U.S. Govt has since Jan of this year, through Federal Bureau of Investigation, Dept of Justice proper and through Customs Bureau taken every precaution including stringent measures to prevent fulmination of violence in this area. Nature of your remarks to President should, I believe you will agree, be along line that we are sure his views in this respect parallel ours and that he will leave no stone unturned to investigate the alleged revolutionary plotting and, if he perceives any concrete evidence thereof, to promptly and effectively squelch it.

Dept will await with interest receipt of your reply.
