452. La Tribuna today published text President Picado’s press release referring to statements by opposition that Sept 15 parade was “Communist demonstration for Communist chief of state”. The President labeled it as malicious statement and added “the govt over which I preside is not and never has been Communist” and said “the ideology and spirit of this country is identified with the United States foreign [Page 587] policy and with the democratic doctrines of the bloc of the western nations as generally ref erred to”.

… Late yesterday afternoon President Picado asked me to call on him. He reiterated his strong opposition to Communism and his loyalty to the foreign policy of the U.S. Calderon Guardia sent word thru Dr. Anderson15 that he would welcome a meeting with me to inform me of his views on Communism and his loyalty to U.S.…
