711. Embassy today received Foreign Office reply dated October 1511 to Embassy note 596 [598] of August 27 Embassy despatch No. 31 October 1012 concerning discriminations against American shipping. With reference to Law 10 of 1946, Foreign Office points out foreign companies have access to Colombian courts and Council of State. With reference to discrimination by Coffee Federation, Foreign Office maintains latter is private entity. It also reminds Embassy that by virtue of Public Resolution 17 passed by 73rd Congress13 exportation of American products obtained through loans made by official entities must be exported exclusively in ships of American registry.
