595. Dunn saw Vergara yesterday on renewal provisional commercial agreement. Vergara said Chile willing insert reaffirmation clause along lines desired by Department (Deptel 322, July 183) provided [Page 553] clearly understood that negotiations on treaty friendship would be on basis other than our proposed draft which he said unacceptable on political and psychological grounds and which Foreign Office considers too all-embracing with many points therein already covered in constitution and laws. Chilean Treaty Commission scheduled inform Embassy today of decision on draft of provisional agreement proposed by Embassy. Will cable draft soon as possible.84
