Robert Vergara informed Dept that on Nov 18 he had reached agreement with Rogers, Pres, For Bondholders Protective Council, on terms settlement of Chil debt which provide initial interest 1–½ percent rising to 3 percent after 1953 and 1 percent amortization. Announcement agreement probably be delayed few weeks since related negotiations with British and Swiss bondholders groups not concluded.
